The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

Summary

The Scrum Master is an experienced and professionally certified specialist who will contribute meaningfully to the pragmatic evolution of processes and practices for service-centric, customer-centric and iterative delivery of the Canadian Securities Administrators systems. Reporting to the Manager, Application Services, the Scrum Master is a key role within a team that delivers a product that generates business benefits. As a Scrum Master you will be responsible for supporting the team’s high-quality product delivery, resolving issues and anchoring the team’s sustainable improvements to meet delivery timelines and quality standards.

Key Duties and Responsibilities

Product Development Process

  • Facilitate scrum events as required or requested: sprint planning, daily scrum, sprint reviews, retrospectives, product increment and release planning, and other events related to the team’s Sprint Goal
  • Maintain process documentation and radiate information at the organizational level
  • Demonstrate a collaborative approach to accomplish work, and be able to influence a wide range of key internal and external stakeholders of all levels
  • Understand team, release and organizational metrics.  Participate in evolving the team and organization’s use of metrics to increase alignment across the organization
  • Collaborate with others to increase the effectiveness of the application of iterative development in the organization

Product Ownership

  • Assist with internal and external communication, improving transparency, and radiating information
  • Work with the Product Owner to ensure effective backlog refinement

Scrum Adoption Leadership and Best Practices

  • Assist team with making appropriate commitments through story selection, task definition
  • Participate proactively in developing and maintaining team agreements, tools, and best practices
  • Ensure risks, issues, and blockers are identified and resolved. Work closely with a Project Owner to escalate blockers if unable to be resolved by the team
  • Facilitate discussion and conflict resolution
  • Guide the team in efforts for contextually increasing self-management and continuous improvement
  • Understand production and use of team level metrics on a sprint by sprint basis around key performance indicators and how to provide release information to project anticipated release dates
  • Coach and mentor the team in how to use Scrum events and artifacts to identify emergent issues within each Sprint and collaboratively work to self-organize to resolve them
  • Demonstrate servant leadership by providing contextually aware support for the team
  • Identify resource gaps and work with managers to address them
  • Lead and coach the team in its Scrum adoption
  • Help stakeholders learn and demonstrate their understanding of agile ways of working
  • Facilitate change that increases the productivity of the team

Qualifications

  • Completion of relevant Bachelor’s degree or diploma (computer science, engineering, mathematics, or business)
  • 5+ years experience as a Scrum Master on large-scale, complex IT projects, preferably in regulatory or financial services
  • 10+ Years of experience as part of a service/product/system delivery environment (either traditional or agile)
  • Scrum Master Certification (PSM 2 or 3, or A-CSM/CSP-SM or equivalent such as SSM and PMI-ACP)
  • Knowledge of Agile development practices and experience with tools such as Jira and Confluence
  • Experience with Microsoft Azure projects (ie. BigData/Analytics, D365, Azure DevOps) is desirable
  • Experienced with complex, diverse project environments with multiple changing priorities and demands
  • Excellent leadership abilities to guide and direct project staff
  • Excellent critical thinking, analytical capabilities and decision-making
  • Results oriented and deadline driven
  • Ability to multi-task, set priorities, coordinate and schedule
  • Excellent communication skills (verbal and written)
  • Excellent influencing and negotiating skills to develop consensus and constructively manage conflicts
  • Excellent organizational, planning, analytical and problem-solving skills
  • Ability to build and maintain strong working relationships with all levels of management and staff
  • Demonstrate a solid understanding and application of Agile values, practices and facilitation techniques
  • Effective planning and organizational skills experience to help the team and stakeholders align on a shared understanding of value
  • Working knowledge of securities regulation or compliance of capital markets experience an asset
