The Applied Science Technologists & Technicians of BC (ASTTBC) regulates approximately 6,000 applied science and engineering technologists, technicians, and technical specialists across 18 disciplines and 10 specialties.
Established in 1958, we protect the public and environment by upholding a Code of Ethics and high standards of competency, accountability, and practice.
As the second-largest professional regulator under BC’s Professional Governance Act (PGA), and with responsibilities under the International Credentials Recognition Act (ICRA), we enforce legislation and standards when needed while fostering collaboration with other regulators. THE OPPORTUNITY
ASTTBC is seeking a Registrar, a senior leadership role central to our mandate as a professional regulator.
The Registrar is:
- A member of ASTTBC’s senior leadership team, accountable to the Board of Directors and reporting to the Chief Executive Officer for all day-to-day operations, including regulatory matters.
- One of the officers appointed by the Board, working closely with the CEO to carry out ASTTBC’s mandate under the PGA and ICRA.
- Responsible for ensuring compliance with the PGA, ICRA, ASTTBC Bylaws, Standards of Competency and Code of Ethics.
- A leader of approximately eight staff members, including two Deputy Registrars, who support investigations, registration and compliance.
- A representative for ASTTBC in provincial, national, and sector-wide initiatives, including harmonization of registration standards and engagement with government, industry associations and other regulators.
This role calls for a proven leader with policy, regulatory, and operational expertise, the ability to build effective teams, and the presence to ensure credibility with the Board, government, registrants and stakeholders.
Key responsibilities
- Support statutory committees (Credentials, Investigations, Audit & Practice Review, and Discipline) in setting registration requirements, reviewing applications and addressing compliance matters.
- Develop and implement policies and procedures for complaints, investigations, hearings and practice reviews.
- Oversee registration processes, maintain the public register, and administer the annual Board elections (as Returning Officer).
- Participate in national organizations to harmonize registration standards, including work with Technology Accreditation Canada.
- Represent ASTTBC in consultations with government, industry and other regulators.
- Supervise, mentor, and develop staff, creating a safe, positive and accountable workplace.
- Manage resources effectively, including budget planning and operational oversight.
- Support Board governance, attend Board and committee meetings, and contribute to strategic planning.
- Stand in for the CEO on ASTTBC matters when required.
CANDIDATE PROFILE
Qualifications & experience
- Previous experience as Registrar, Deputy Registrar, or senior leader within a professional regulatory body, OR significant senior experience in investigations, registration, or compliance in a regulatory setting.
- Post-secondary education in a discipline related to the role (administrative law, technology, organizational leadership, public administration, or equivalent).
- Minimum 5–8 years’ experience supporting statutory decision-making committees and working with volunteers.
- Demonstrated leadership experience, including managing teams and mentoring staff.
- Strong understanding of regulatory functions and ability to interpret statutes, bylaws and related legislation.
- Experience with change management, stakeholder engagement and government relations.
- Financial and operational management skills, including workplan and budget development.
- Superior written and verbal communication skills, with strong attention to detail.
- Proficiency with Microsoft Office and regulatory information systems.
- Understanding of engineering and applied science technology professions is an asset.
