The Retirement Homes Regulatory Authority (RHRA) is a self-financing authority independent of government, with the mandate to license and inspect Ontario’s more than 780 retirement homes where over 70,000 seniors live. The RHRA is an agent for positive change, by working with the retirement homes sector to increase the protection, safety and well-being of our aging population.
The RHRA administers the Retirement Homes Act, 2010, which involves licensing homes, educating licensees, consumers and the public about the standards regulating retirement homes, carrying out inspections of retirement homes, and taking compliance and enforcement action as needed. The RHRA’s guiding principle is that a retirement home should be a place where residents live with dignity, respect, privacy and autonomy, in security, safety and comfort and can make informed choices about their care options.
Position Summary:
Reporting to the Director, Risk & Analytics and IT, the Manager, Risk & Analytics, leads the development, implementation, and continuous improvement of the risk model, analytics, reporting, and decision-support tools that support the RHRA’s resident protection mandate. The role is responsible for managing risk models, dashboards, performance measures, data analysis, and insight generation to support regulatory planning, operational prioritization, compliance monitoring, enforcement escalation, and strategic decision-making. The Manager works collaboratively with regulatory operations including complaints, inspections, compliance, enforcement, IT, data governance, and senior leadership to ensure that risk and analytics are appropriate, practical, evidence-informed, and aligned with and support organizational priorities. The role provides leadership to staff, supports data governance, data quality initiatives, and promotes a culture of continuous improvement, data-informed and risk-based decision-making.
Key Responsibilities:
- Lead the prioritization of data analysis to support regulatory operations.
- Work closely with RHRA senior leadership to identify, recommend, develop, document, implement, and support risk model changes.
- Provide advice and analytical insight to support risk-based regulation, inspection planning, compliance support, enforcement escalation, resource allocation, business planning, and organizational performance monitoring, including preparing and presenting to internal stakeholders.
- Identify emerging risks, trends, patterns, and systemic issues through analysis of internal and external data, including inspections, complaints, compliance activity, enforcement outcomes, licensing information, and sector-level data.
- Lead the development and refinement of risk indicators, scoring methodologies, analytical models, dashboards, and reports that support RHRA’s risk-based regulatory approach.
- Support the development of organizational key performance indicators, key risk indicators, reporting standards, analytical methodologies, and data-driven decision-making practices.
- Manage RHRA’s risk and analytics functions, including risk models, analytical datasets, dashboards, operational reports, performance measures, data extracts, briefing materials, and decision-support tools.
- Maintain a hands-on role in risk and analytics operations, stepping in to conduct analysis, validate data, develop reports, troubleshoot reporting issues, and support users when needed to ensure reliable service delivery and a deep understanding of operational realities.
- Develop, consolidate, and maintain regular operational reports, dashboards, and performance metrics that enable department managers and senior leadership to monitor activity, track outcomes, identify trends, and make data-driven operational decisions.
- Manage the maintenance, validation (internal and external), documentation, and enhancement of RHRA’s risk models, scoring methodologies, analytical processes, and reporting tools to ensure they remain accurate, transparent, explainable, and aligned with business needs.
- Work with business units to define analytical requirements, clarify business questions, document reporting needs, interpret findings, and translate complex data into practical insights and recommendations.
- Collaborate with IT, data governance, and business stakeholders to improve data quality, resolve data issues, support system enhancements, strengthen reporting infrastructure, and ensure that analytics products are based on reliable and well-understood data.
- Develop, document, and implement risk analytics procedures, reporting standards, data definitions, quality assurance practices, and best practices throughout the organization.
- Maintain centralized documentation of key datasets, reports, dashboards, risk model logic, data definitions, analytical assumptions, and changes to risk and analytics products.
- Prepare and review periodic operational reports and project progress reports to ensure analytics initiatives are delivered within timelines, scope, and available resources.
- Serve as the risk and analytics lead on organizational projects, providing guidance on data requirements, reporting impacts, risk considerations, performance measures, feasibility, and analytical implications.
- Ensure analytics, reporting, and risk model activities are conducted in accordance with privacy, security, information management, and data governance requirements.
- Manage complex analytical issues, which may involve unclear business requirements, incomplete or inconsistent data, competing stakeholder priorities, or the need to explain complex findings to non-technical audiences.
- Conduct ongoing employee performance evaluations, provide coaching, mentorship, and support career development to build a strong and high-performing team.
- Provide guidance and oversight to staff on analytical methods, data interpretation, report development, stakeholder engagement, documentation, quality assurance, and communication of findings.
- Leverage internal resources from business units, IT, data governance, and other departments to assist with the delivery of risk and analytics initiatives.
- Lead and/or support the development of Request for Proposal, Request for Information, and related procurement documentation according to RHRA’s procurement policy to ensure clear requirements, alignment with organizational objectives, and effective vendor evaluation.
- Build strategic and collaborative relationships with vendors, consultants, and external partners to support future initiatives, drive service excellence, and maximize value-added outcomes for the organization.
- Evaluate and advance opportunities to leverage artificial intelligence and automation technologies to streamline workflows, improve data accuracy, and enhance the efficiency of RHRA’s day‑to‑day operations while ensuring compliance with privacy, security and governance requirements.
- Stay abreast of trends and innovations in risk-based regulation, analytics, business intelligence, performance measurement, data governance, artificial intelligence, and automation that could benefit the organization, document findings, rationale, and recommendations to senior leadership.
- Utilize stakeholder feedback, operational experience, data quality findings, and performance results to improve risk models, dashboards, reports, and analytical products over time.
- Promote continuous improvement in RHRA’s data-informed decision-making practices by supporting consistent definitions, repeatable methods, clear documentation, and practical use of analytical insights across the organization.
- Undertake additional assignments or special projects as required.
Minimum Qualifications:
- Completion of a post-secondary degree in a related discipline such as Business Administration, Economics, Statistics, Computer Science and/or an equivalent of education and direct experience.
- 3 to 5 years of people and risk and analytics management experience.
- Experience with, and knowledge of, regulatory/administrative procedures related to regulatory operations.
Required Competencies:
- Ability to understand RHRA’s mandate, strategic priorities, regulatory objectives, and operational needs, and translate them into effective risk, analytics, reporting, and decision-support approaches.
- Strong ability to apply risk-based thinking to regulatory operations, including the identification, assessment of frequency and severity, mitigation steps to outcome identification, monitoring, and communication of risk.
- Ability to interpret complex data, identify trends and patterns, assess data limitations, draw sound conclusions, and provide practical recommendations to support decision-making.
- Strong understanding of data quality, data definitions, data documentation, responsible data use, privacy, security, and governance practices.
- Demonstrated ability to lead, coach, develop, and manage staff; set clear expectations; provide feedback; support performance; and build a capable, collaborative, high performing and accountable team.
- Ability to communicate complex risk, data, and analytical information clearly and concisely to technical and non-technical audiences, including through reports, dashboards, briefing materials, and presentations.
- Proven ability to assess complex business, data, reporting, and operational issues; identify root causes; evaluate options; and recommend effective solutions.
- Competency in leading and supporting projects, managing timelines and deliverables, coordinating across teams, and helping users adopt new reports, tools, processes, and analytical practices.
- Demonstrated ability to use or oversee the use of analytics, reporting, and business intelligence tools such as Excel, Power BI, SQL, data visualization platforms, and related technologies.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint).
- Bilingualism in French and English is an asset.
