Employment Type:                 Full-time, permanent

Location:                                   Remote with occasional attendance at the CAPR office (Etobicoke, ON)      

The Canadian Alliance of Physiotherapy Regulators (CAPR) is looking for an experienced Manager of Program Development and Evaluation. This role is responsible for overseeing the design, development, and implementation of entry-to-practice assessment programs. This role will ensure that assessments are valid, reliable, and aligned with best practices and organizational goals. The ideal candidate will collaborate with cross-functional teams, analyze data, and provide strategic insights to improve program effectiveness.

 

What we do:

The Canadian Alliance of Physiotherapy Regulators (CAPR) is a not-for-profit organization that provides standardized entry-to-practice assessment on behalf of the Canadian provincial and territorial physiotherapy regulators. 

  • CAPR reviews the education credentials of individuals educated outside of Canada to determine whether their training is substantially different from Canadian-educated physiotherapists.
  • CAPR administers the Physiotherapy Competency Examination (PCE) to determine an individual’s readiness for safe, effective, and independent physiotherapy practice.

Key Responsibilities:

In collaboration with the National Director, Evaluation Services and the Lead Psychometrician the Manager, Program Development and Evaluation advances the following areas:

  • Exam Development: Lead the planning, design, and development of assessments, ensuring alignment with learning objectives and standards.
  • Program Evaluation: Conduct comprehensive evaluations of assessment programs, using quantitative and qualitative data to assess effectiveness and inform improvements.
  • Team Leadership: Co-lead and mentor a team of exam developers and evaluators, fostering a collaborative and innovative environment.
  • Stakeholder Collaboration: Work closely with system partners, including provincial and territorial regulators, educators, subject matter experts, and others to gather input and ensure assessments meet needs.
  • Data Analysis: Analyze program data, providing reports and insights to inform performance monitoring, decision-making and program enhancements.
  • Quality Assurance: Develop and implement quality assurance processes to ensure the integrity and reliability of assessment programs.
  • Compliance: Ensure all program development and evaluation processes comply with relevant standards and regulations.
  • Continuous Improvement: Stay abreast of industry trends and best practices in assessment and evaluation, as well as regulator needs and trends, recommending and implementing enhancements as necessary.

Qualifications:

Degree in Education, Assessment, or a related field.

Experience:

Minimum of 7 years of experience in assessment development, program evaluation, or related field, with at least 3 years in a leadership role.

Skills:

  • Demonstrable strategic and out-of-the-box thinking abilities.
  • Analytical mind with problem-solving and optimization aptitude.
  • Skilled in organizing resources and establishing priorities.
  • Expert facilitator who can engage with all system partners.
  • Program planning and implementation skills.
  • Strong understanding of assessment methodologies and psychometric principles.
  • Excellent project management and organizational skills.
  • Strong interpersonal and communication skills, with the ability to work effectively with diverse teams.
