ABOUT THE BAO

The BAO is a delegated administrative authority responsible for administering provisions of the Funeral, Burial and Cremation Services Act, 2002 on behalf of the Ontario government. Its mandate is to protect the public interest and support a fair, safe, and trusted bereavement sector in which consumers can have confidence.

OVERVIEW

The Manager, Licensing and Education is a key regulatory leadership role responsible for overseeing the BAO’s licensing, education, inquiries, and complaints functions. Reporting to the Chief Compliance Officer and Deputy Registrar, the Manager leads a team of 10 employees and works closely with colleagues across the organization to support effective, consistent, and responsive regulatory operations.

Key responsibilities include:

Licensing and Regulatory Oversight

  • Manager, Licensing and Education will Lead and oversee the administration of personal and business licensing processes, including applications, renewals, modifications, and regulatory inquiries.
  • Provide managerial review of licensing submissions and make recommendations to the Registrar regarding compliance with the Funeral, Burial and Cremation Services Act, 2002 and associated regulations.
  • Ensure that front-line staff provide applicants, licensees, and stakeholders with clear, consistent, and timely regulatory information and guidance.
  • Collaborate with regulatory colleagues on licensing compliance, investigations, and enforcement matters.
  • Provide leadership and oversight to the inquiries and complaints function, supporting timely, consistent, and appropriate responses to questions received by the BAO.

Education and Regulatory Capacity

  • The Manager, Licensing and Education Oversee the review of educational requirements and provide recommendations to the Registrar regarding compliance and approval.
  • Lead the monitoring, review, and evaluation of educational programs, training initiatives, and continuing education requirements.
  • Support the development of accessible online and in-person learning opportunities for licensees.
  • Work with educational institutions, sector organizations, and other stakeholders to strengthen education, training, and understanding of regulatory requirements.

People Leadership and Change Management

  • The Manager, Licensing and Education will lead, coach, and develop a multidisciplinary team of 10 employees across licensing, education, inquiries, and complaints functions.
  • Establish clear expectations, strengthen accountability, manage performance, and support professional development.
  • Delegate effectively and empower staff to exercise appropriate judgment and greater ownership of their work.
  • Lead the team through evolving regulatory expectations, policies, processes, and ways of working.

SKILLS AND QUALIFICATIONS

Skills

  • Strong leadership and people management skills, with experience leading multidisciplinary teams in a fast-paced operational environment.
  • Strong analytical and problem-solving skills, with a proven record of driving efficiency through technological and process innovation.
  • Strong stakeholder engagement and relationship management skills, with experience collaborating with government agencies, industry associations, and educational institutions.
  • Proven project management leadership skills, with the ability to lead complex initiatives from development through execution.
  • Proficiency in Microsoft Office and experience with case management systems.

Experience

  • Minimum of five years of leadership experience in licensing, education, regulatory compliance, or a related field. Experience in regulatory leadership is preferred.
  • Demonstrated ability to learn, analyze, and administer legislation, policies, and regulatory frameworks to lead staff in delivering regulatory guidance.

Education

  • Bachelor’s degree in business administration, public policy, education, political science, or a related field.
  • Knowledge of adult learning principles and educational program development.

Qualifications

  • Experience applying Lean Six Sigma or a similar methodology in a leadership role to enhance process efficiency is an asset.

COMPENSATION RANGE

$110,200 – $132,240 per year, plus comprehensive health, dental, and other benefits.
