Who is OMVIC?

OMVIC (Ontario Motor Vehicle Industry Council) is Ontario’s vehicle sales regulator. OMVIC enforces the Motor Vehicle Dealers Act and other
consumer protection statutes for the Ministry of Government and Consumer Services. OMVIC’s mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism, and ensuring fair, honest, and open competition for registered motor vehicle dealers. This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Position Summary:

To develop and implement human resources best practices that provide an employee-oriented, high-performance culture that emphasizes
empowerment, quality, productivity, high standards, goal attainment, effective delivery of services such as payroll and benefits administration,
recruitment, and ongoing development of a superior workforce of Ontario Motor Vehicle Industry Council (OMVIC).

 

Responsibilities:


1. Compensation, payroll and benefits administration:

  • Establish and oversee wage and salary structure and pay policies including merit increases
  • Based on market data, recommend pay practices and bands that help to recruit and retain superior staff
  • Lead the development of group benefit orientations and other group benefits training or meeting
  • Recommend changes in group benefits offered, especially new benefits aimed at employee satisfaction and retention
  • Ensure delivery of effective payroll services and group benefits administration
  • Assist in developing of the annual payroll budget

2. Human resources policy development, documentation, and maintenance:

  • Develop and recommend Human Resources policies and objectives necessary to establish a positive workplace that promotes a high-level of employee morale
  • Work with manager to update job requirements and job descriptions for all positions

3. Recruitment and staffing:

  • Establish a recruiting, testing and interviewing program; counseling managers on candidate selection, conducting and analyzing exit interview, recommending changes
  • Ensure recruitment practices are compliant with applicable laws
  • Assist and advise managers on hiring issues

 

4. Employee orientation, development and training:

  • Guide an in-house employee training program that includes new employee orientation, management development, cross-training and the
  • measurement of training impact
  • Assists Managers with the selection and contracting of external training programs and consultants
  • Assists with the development of and monitoring of the annual corporate training budget

 

5. Maintenance of Human Resources Information:

  • Ensure maintenance of employee records
  • Research and recommend appropriate HRIS

 

6. Performance management and improvement system:

  • Lead the implementation of annual performance evaluation system and practices that include performance development plans and employee development programs
  • Ensure planning, monitoring and appraisal of employee performance by training managers to coach and discipline employees, hearing and
  • resolving employee relation issue counseling employees and managers

 

7. Organizational development:

  • Assist with organizational development that addresses issues such as succession planning, workforce development, key employee retention, organization structure and change management
  • Work with managers with staff forecasting

 

8. Employee relations:

  • Communicate Human Resources policies and procedures to employees
  • Manage employee communication and feedback through meetings, internal communications, suggestion programs, employee satisfaction
  • surveys and focus groups
  • Conduct investigations when employee complaints or concerns arise
  • Advise managers in the progressive discipline process
  • Develop and monitor the implementation of a performance improvement process
  • Review management recommendation for employment terminations

 

9. Compliance with applicable laws and regulations:

  • Ensure compliance with the Employment Standards Act, Health and Safety Act, Human Rights, and other applicable statutory law
  • Ensure all source deductions from payroll are remitted to appropriate tax authorities
  • Other duties as assigned

 

Qualifications:

  • Post-secondary in Human Resources Management
  • Minimum 5 years’ experience at managerial level, experience with talent management an asset
  • Excellent interpersonal, communication and presentations skills
  • CHRP designation and be in good standing with HRPA
  • Excellent organizational and analytical skills
  • Demonstrated ability to handle highly confidential issues
  • Knowledge of and experience in using HRIS (Info:HR)
  • Proficient with MS Office (Word, Excel, PowerPoint etc.).
