The Ministry of Energy and Resources develops, coordinates and implements policies and programs to promote the growth and responsible development of the province’s natural resources industries. The Ministry operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations and policies for all natural resource sectors. The Ministry also plays an important role in promoting Saskatchewan’s diverse resource potential to investors around the world. The Energy Regulation Division (ERD) regulates the lifecycle activities related to the responsible development of Saskatchewan’s oil, gas and associated mineral resources. ERD implements regulatory programs related to protecting public safety and the environment; maximizing recovery from oil and gas reservoirs; preventing wasteful production; managing greenhouse gas emissions; collecting well data and production statistics and managing long-term liabilities associated with wells, facilities and pipelines. ERD also supports the operation of the Surface Rights Board of Arbitration which adjudicates disputes between landowners and operators over the acquisition of surface rights for well sites, facilities and flowlines and the compensation to be paid for the acquisition of surface rights including any damages caused by surface operations.
The Opportunity
The Ministry is seeking a proven leader and innovator to serve as Executive Director, Regulatory Affairs & Analytics with the Energy Regulation Division (ERD) in Regina. Reporting to the Assistant Deputy Minister, you will be responsible for providing executive leadership for two distinct units – Information Management and Regulatory Affairs. You will also be responsible for overseeing, developing and monitoring the strategic and operational plan to ensure alignment with the ministry’s strategic and business plans and Saskatchewan’s Growth Plan.
As Executive Director, you will:
- Oversee and direct the operations of the Regulatory Affairs and Analytics Branch, which is one of four branches within the Energy Regulation Division. This includes branch budgeting, financial reporting and accountability, strategic and operational planning, position management and risk management;
- Lead the development and delivery of matters of public policy in support of the enhancement of regulatory activities related to the oil, gas and associated minerals industry, including emerging commodities;
- Build and lead an effective high-performing team that proactively seeks and tracks data and information about best practices and analyzes trends regarding regulatory practices and compliance outcomes.
- Oversee the design and evaluation of program initiatives, while also leveraging and accessing the talents and resources of the other Energy Regulation Division branches;
- Oversee and direct the Information Management unit, to ensure integrity of reporting, sufficient audits and improved compliance of well and facility data, and conducting analysis to determine compliance trends;
- Lead and facilitate legislative and regulatory improvement processes including the preparation of cabinet items (legislative proposals, cabinet information items, cabinet decision items, requests for strategic decision, orders in council); and
- Oversee the division’s consultation, education and outreach activities and develop strategic relationships and consults with diverse stakeholders (other provincial ministries, municipal organizations, industry associations individual companies and the general public).

- A proven track record as a creative, innovative and results-oriented manager, with a thorough understanding of process and management principles, along with financial management experience;

- Strong analytical and negotiation skills.
Typically, the knowledge, skills and experience required to be successful in this position would have been obtained through:
- Completion of an undergraduate degree in administration, engineering, geoscience, commerce, economics or a related field of study, supplemented with extensive directly related experience in strategic planning and legislative and policy development; and
- Extensive senior leadership experience with proven success leading a high-performing team.
