RegulatoryJobs Executive Recruitment, a division of RegulatoryJobs.org, is partnering with the College of Massage Therapists of Ontario (CMTO) to fill the role of Director, Policy & Communications.

CMTO regulates Registered Massage Therapists (RMTs) in Ontario, and is dedicated to excellence in protecting the public interest, guiding RMTs and promoting the highest possible quality of the practice of massage therapy.

ABOUT THE ROLE

Reporting to the Registrar/CEO, the Director, Policy & Communications, you will be responsible for strategic policy development, media and communications, and government relations.  A senior position with an opportunity for growth. Over the next year, the role will be expanded to include governance and strategic planning.

KEY DUTIES AND RESPONSIBILITIES

  • Develop and implement comprehensive policy initiatives to support the organization’s regulatory and strategic objectives.
  • Monitor legislative and regulatory developments and advise on potential implications and opportunities.
  • Oversee the development and execution of an integrated strategic communication plan to effectively communicate the organization’s mission, values, and regulatory initiatives to internal and external groups.
  • Lead the organization’s government relations activities, including building and maintaining key relationships.
  • As part of the senior management team, collaborate with cross-functional teams to align policy, communications, and government relations efforts with organizational goals and priorities.
  • Oversee management of the Client (Patient) Relations Committee (CRC), including reports to the Board.
  • Represent the College by delivering policy messages to a range of external policy groups, interested parties and audiences such as policy and decision makers, government, the media and related organizations/ networks.
  • Coordinate Strategic Plan reporting to the Board via the Workplan and Key Performance Indicators.
  • Support presentations by the Registrar/ CEO.
  • Act as media spokesperson when required.

LOOKING FORWARD

  • Provide strategic direction guidance and support on governance matters, ensuring compliance with relevant regulations and best practices.
  • Provide leadership support to the Governance Committee.
  • Support the strategic planning process.

SKILLS

  • Experience creating and/ or implementing action plans/ processes in a health regulatory or other regulatory environment.
  • Knowledge of policy analysis and research methodology and use of research methods.
  • Experience in interpreting legislative requirements and identifying and analyzing the implications on internal policies and procedure.
  • Experience in by-law updates and governance processes would be an asset.
  • Strong verbal and written communication skills; able to compost clear and compelling communication materials on complex issues.
  • Proven ability to lead a team, and coach, mentor, and develop staff.
  • Skilled in communicating, presenting and relationship building with/ to a variety of audiences internally and externally.
  • Critical thinking, judgment and problem-solving skills.
  • Capable of initiating and driving change through process and program improvement.
  • Proficient in the use of technology in daily work (MS Office Suite, databases)

QUALIFICATIONS

  • Bachelor’s degree in Public Policy, Communications, Political Science, or a related field; advanced degree preferred.
  • Minimum of 3 years’ of experience in a senior leadership role with responsibility for policy development, communications, and government relations, preferably within the healthcare of regulatory sector.
  • Demonstrated expertise in policy analysis, legislative advocacy, and government affairs.
  • Strong strategic thinking and analytical skills, with experience in developing and delivering presentations to diverse audiences.
  • Proven ability to build and maintain effective relationships with government officials, partner organizations and other interested groups.
  • Experience providing strategic guidance and support to senior leadership on governance and regulatory matters.
  • Current and comprehensive knowledge of the Regulated Health Professions Act, 1991 (RHPA), the Massage Therapy Act and other relevant legislation and regulations.
  • Background in working in a health, regulatory or publicly funded environment strongly preferred.
  • Fluency in French is an asset.
