Deputy Registrar

Ontario College of Social Workers and Social Service Workers

With over 29,000 registrants, the Ontario College of Social Workers and Social Service Workers (“the College”) is the regulatory body for social workers and social service workers in Ontario. Our mandate, set out in the Social Work and Social Service Work Act, 1998 (the “Act”), is to protect the public interest.

The College fulfills this mandate by:

  • Setting entry-to-practice requirements.
  • Ensuring that only those registered with the College use protected titles.
  • Setting, maintaining and ensuring that all registrants follow the Code of Ethics and Standards of Practice; and
  • Maintaining rigorous complaints and discipline processes.

The Role: Deputy Registrar, Office of the Registrar and CEO

The Deputy Registrar is a proven leader who reports to the Registrar and CEO to deliver effective policy, regulatory oversight, operational and administrative services that align with the College’s strategic goals. The Deputy Registrar is an officer of the College and has the powers of the Registrar and CEO in their absence.

Duties and Responsibilities:

The Deputy Registrar assumes primary oversight for Registration and Renewals, Professional Practice, and policy development. The Deputy Registrar works closely with the Registrar and CEO to implement strategic priorities, policy decisions and a risk management framework. This includes:

  • Participating in the overall management of the College as a senior member of the Management Team.
  • Providing input and leadership on key strategic, tactical, technical and service delivery matters.
  • Planning and managing operational processes within program portfolios to ensure efficiency, productivity and minimizing redundancies.
  • Undertaking all aspects of policy and program development and evaluation, including research, needs analysis and analysis of trends.
  • Managing the financial affairs of the College in partnership with the Registrar and CEO by:
    • Contributing to the development of the annual budget.
    • Monitoring and controlling revenues and expenditures.
    • Overseeing financial analysis and forecasting.
    • Ensuring timely reporting of financial information to Management and Council
    • Carrying out the responsibilities of the Registrar and CEO in their absence.
    • Maintaining a positive, safe and productive work environment, managing staff performance and their opportunities for professional development and growth.

 

Qualifications, Skills and Experience:

  • Graduate degree in social work, social service work, business administration, law or related field.
  • Registration and in good standing with the College is an asset.
  • A minimum ten years of progressive management experience motivating and leading teams in diverse roles.
  • High degree of tact, diplomacy and cultural awareness is required as the provision of regulatory oversight involves frequent direct contact with numerous and varied key partners that include licensing registrants and applicants, the general public, Ministry of Children, Community and Social Services, educators and other health care professionals.
  • Proven experience communicating with and demonstrated responsiveness with key partner groups.
  • Excellent understanding of regulatory functions and interpreting regulatory statues, bylaws and other relevant legislation.
  • Leadership experience in program/policy development, delivery and implementation.
  • Demonstrated experience in leading and coordinating the development and implementation of new data and digital initiatives
  • Demonstrated experience in negotiations, conflict management and mediation or dispute resolution.
  • Proven experience to synthesize various elements of an issue, readily discern key issues, and prioritize accordingly.
  • A solution seeker who can lead teams through ambiguity, uncertainty and process changes.
  • Technological curiosity and savvy with proven expertise and hands-on experience in effectively utilizing the Microsoft 365 suite.
