A Qualified Financial Sector Specialist with more than 20 years of financial regulatory and supervisory experience 

More recently, my role as a Program Manager with the Toronto Centre provided me with a global perspective of how to design and deliver high quality programs to financial supervisors and regulators across the world such as in India, Malawi, Democratic Republic of Congo. I have delivered and involved in training programs as highlighted in my resume covering topics such as Catastrophe Risk Insurance, International Leadership Program for Microfinance Supervisors, Financial Inclusion for AML/CFT Specialist, Operational Resilience, IMF & Banque Centrale Du Congo- Gender-Aware Supervision Program, Inclusive Insurance Training Program-Africa and Caribbean Pacific Insurance Supervisors and others.

My previous role with the FSC Mauritius includes the following: Manager (on secondment from FSC Mauritius) with the CISNA Secretariat with primary responsibility supporting the work of the Capital Markets Sub-Committee. The Committee of Insurance, Securities and Non-Banking Financial Authorities (CISNA) was established in 1998, it is a sub-structure of the Southern African Development Community (SADC) and its main mandate is to ensure that the non-bank financial services regulatory frameworks within SADC member states are harmonised and comply with best international practices, standards and principles as set by the relevant international standard-setting bodies. The CISNA currently comprises of 14 SADC Member States and 26 Member Authorities.
Previously, Manager within the AML/ CFT Cluster having worked on key AML/CFT projects such as assisting in the drafting of the AML/ CFT Risk Based Supervision Framework under the guidance of International Consultants. In addition, worked on the AML/CFT Monitoring Questionnaire (Off-site) launched in October 2019 and the implementation of the ESAAMLG AML/CFT Statistics Requirements. Also, was a member of the Anti-Money Laundering and Combating the Financing of Terrorism Statistics Committee set up under the National AML/CFT Committee (With effect 18 September 2019). Lastly, was involved in the World Bank National Risk Assessment (NRA) Exercise.

In addition, involved at the Enforcement Directorate level in assisting a cross-border investigation concerning the business affairs of the Investment Manager of a Sovereign Wealth Fund. Furthermore, attended the National Risk Assessment (NRA) Validation Workshop 7-8 June 2019 conducted by World Bank Consultants.
Also, included by Expertise France: The French Public Agency for International Technical Assistance in its Statistics Roster for Sub-Saharan Africa and Eastern Partnership countries as well included in Climate Analytics, Germany Expert Roster and a member of the GTPA Working Committees on Trade Regulation and Compliance & Trade Research and Economics. Included by the International Monetary Fund (IMF) Statistics Department (STA) on its Expert Roster. And was formerly included by KPMG Advisory (Italy) in its pool of international experts with respect to the European Aid Framework Contract - External Consultancy missions for 2013-2018.

Furthermore, I attended the 36th IOSCO AMERC Conference on “Market Integration as Panacea to Regional and Global Economic Development” on the 26 February 2016 held in Mauritius. The main topics debated were “Integration Efforts in the Region: A Scorecard” and “Pertinent Issues in Capital Markets SME Financing: The Africa and Middle East Perspective”.
I have been involved in high level meetings with the IMF Multisector Statistics Mission to Mauritius (23 January-05 February 2013) to discuss issues regarding IMF SDDS Plus. Furthermore, extensively involved in high level meetings pertaining to the IMF Technical Assistance (TA) Missions which ultimately lead to Mauritius becoming the 70th country to subscribe to the IMF Special Data Dissemination Standards (SDDS) and the second Sub-Saharan African country to subscribe to the SDDS on 28 February 2012.Also, I have been involved in the Balance of Payment Survey (2009-2013) on Category 1 Global Business Companies conducted by the Bank of Mauritius which was a contributing factor to Mauritius subscribing to IMF SDDS. Equally important, I had the opportunity to interact with representatives from the African Development Bank, UK Department for International Development (DFID) and the Commonwealth Secretariat.

With a robust financial sector management background, excellent research skills in the area of financial sector development and regulation, a very good team player with effective interpersonal skills, comfortable in a multicultural environment and with a progressive track record. My LLM International Financial & Commercial Law studies with King’s College London, UK equips me with the necessary skills and knowledge in understanding the international legal aspects of financial and commercial law.

Hence, with my broad regulatory and supervisory experience and international outlook, provides me with a unique perspective in understanding and contributing to the regulatory work globally.
