Project Manager/Governance Specialist

College of Psychologists and Behaviour Analysts of Ontario

The College of Psychologists and Behaviour Analysts of Ontario is the governing body for Psychologists, Psychological Associates, and Behaviour Analysts in Ontario. The College’s role is to regulate the provision of psychological and applied behaviour analysis in the public interest by setting the standards for competent and ethical practice. These regulatory activities include establishing entry-to-practice requirements, developing and promoting Practice Standards, supporting continuing competence, fostering professional engagement, and managing concerns related to professional conduct.

ROLE

Provides oversight for College initiatives and governance best practices. Ensures that projects align with College strategic direction, mandates, and internal accountability frameworks. This is achieved through effective communication between the delivery teams, senior executives, and external collaborators as well as effective use of project and risk management strategies.

Project Management

  • Project Briefings: Summarize project data and requirements with clear dashboards, policy briefs, and committee presentations as needed.
  • Collaboration: Act as the central point of contact for internal and external collaborators.
  • Project Controls: Create and maintain schedules, milestones, dependencies, and resource allocations while tracking budget variances. Establish, track, and report on Key Performance Indicators (KPIs) and project milestones to ensure quality control and accountability.
  • Scope: Assess project variances and impact and present remediation options to leadership.
  • Risk: Assess project risks and develop solutions to resolve or mitigate.
  • Change Management: Partner with internal communications staff to draft organizational updates, milestone announcements, and change management materials that promote transparency and ease of implementation.

Governance

  • Regulations, By-Laws, Policy changes: Research and draft changes for regulations and maintain bylaws, policies, guidelines and terms of reference.
  • CPMF Reporting: Drive the preparation and annual submission of the College Performance Measurement Framework (CPMF) report.
  • Onboarding Programs: Partner with internal communication staff to facilitate the orientation curriculum for newly appointed public and professional board members.

Communications

  • Collaborate with internal communications staff as needed.

 Qualifications

Experience & Education

  • Professional Experience: 3+ years of experience leading projects, with a strong emphasis on corporate governance, performance oversight, and executive communications within a regulatory environment.
  • Healthcare Sector Familiarity: Understanding of Ontario’s healthcare landscape, including the roles of the Ministry of Health, Ontario Health, and provincial regulatory bodies.
  • Education: University degree in Communications, Health Administration, Public Policy, Business Administration, or a related field.

 Certifications & Technical Skills

  • Professional Designations: Project Management Professional (PMP) or other certification is highly preferred. Change Management or a communication-focused designation is a strong asset.
  • Platform Proficiency: Experience with enterprise reporting dashboards (e.g., Power BI), and collaborative tools (e.g., Smartsheet, MS Project, Jira).

 Core Competencies

  • Communications: Excellent written, verbal, and visual storytelling skills, with a proven ability to present sensitive data to board-level audiences.
  • Organizational Strategies: The ability to distill multi-layered regulatory challenges into simple, actionable project paths.
  • Legislative Literacy: Sound understanding of the Regulated Health Professions Act (RHPA) and Ontario health care regulatory legislation.

The College operates on a hybrid in office model. The contract includes extended health and pension (HOOPP) benefits.
