Retirement Homes Regulatory Authority

The RHRA is seeking candidates for the role of Manager, Human Resources to manage the HR function to support a high performing organization striving for excellence.  The portfolio for this role includes the development and implementation of HR policies and procedures and, programs and related services, encompassing recruitment and onboarding, engagement, employee relations, compensation and benefits, performance management, and individual training and development and organizational development.

Reporting to senior leadership, this role requires an excellent balance between HR thought leadership and planning, and hands-on activity that will be attractive to those who like to see the direct positive impact of their work to an organization, and who thrive on being involved in all HR content areas.  The successful candidate will be a self-starter and team-player with strong time management skills to properly prioritize and plan ahead while maintaining excellent administration of all human resources related matters and who appreciates the importance of change management.  This is currently an individual contributor role with wide-ranging responsibilities that include:

HR Program Planning and Management:

  • develops, recommends and implements the annual HR corporate objectives including budgets and plans supporting the organization’s strategic priorities.  
  • Implements and maintains regular insight and risk reports for senior leadership discussion and approval.
  • Acts as subject matter expert on HR trends, methods, theories, issues and legislation to determine impact of HR programs.
  • Evaluates and recommends periodic improvements of existing systems and procedures identifying best practices in alignment with the RHRA mandate, operational effectiveness, change management, and budget

Talent Recruitment and Management:

  • Develops concise and relevant job descriptions in consultation with management to facilitate planning, recruitment, orientation, compensation management, performance management, training and development, and succession planning and off-boarding activities.
  • Manages, executes and/or coordinates the end-to-end recruitment and on-boarding process for all positions, including recruitment strategy, job postings, screening, questionnaire development, interviews, background checks and employment offers.
  • Consulting with applicable senior leadership, takes ownership of the planning, design and administration of the organization’s total rewards, performance management, and training and development programs, in accordance with best practices that assure market competitiveness, internal equity, a high-performing culture, and the development of employees to achieve full-potential in alignment with organizational goals. This includes recommending and managing the organization’s learning programs that support role-relevant competencies, a learning culture, statutory obligations and overall organizational effectiveness.

Compensation & Benefits:

  • Manages and administers an effective compensation program including the annual compensation review process, performing salary administration and supporting the design and implementation of market competitive, internally-equitable and merit-driven processes. This includes oversight of external surveys, maintenance of the job evaluation system, as well as working with external providers to support proper governance and on-going development of health and retirement plans.  Is responsible for managing bi-weekly payroll, records of employment and year-end tax documents.

Employee Relations:

  • Contributes to organizational initiatives that establish and maintain good relationships within the organization, fostering a culture that reflects the core values of excellence, adaptability, integrity, and accountability. This includes staff engagement surveys and action plans; contributing to effective internal communication, including support for implementing change; and acting as a valued partner to functional leads in all HR-related items in a way that supports a positive working environment.  As appropriate, this may also include internal investigations for HR matters.

HR Administration:

  • Is responsible for all HR records-keeping ensuring integrity, efficiency, and confidentiality of records related to HR activities and transactions. This includes managing the organization’s Health & Safety statutory obligations and all other employment-related compliance along with periodic audits to assure compliance with internal policies as well as external requirements.

Minimum Qualifications:

  • Bachelor’s degree in human resources, business, management or other relevant discipline. CHRP or equivalent professional designation(s).
  • 8-10 years of progressive and solid HR generalist experience.
  • Sound knowledge of HR Management across all disciplines – principles, practices, standards and relevant legislation.
  • Working knowledge of the ESA, OHSA, AODA and other relevant legislation.

  • Strong interviewing and assessment skills to drive and manage the recruitment of high-potential and competent employees.
  • Strong analytical skills and logical thinking, demonstrating the ability to synthesize and extrapolate complex information, designing and testing solutions to problems, and formulating plans.
  • Demonstrated ability to be operationally-focused, detail-oriented, well-organized, self-directed and to work well under deadlines and competing priorities.
  • Strong client service orientation, self-confidence and tact, with the ability to understand clients’ needs and liaise, influence and persuade effectively.
  • High integrity, discretion and professionalism, with accountability for confidential-sensitive information, quality, timely and cost-effective results.
  • Collaborative, team player who establishes and maintains effective working relationships with others and to accomplish shared goals and objectives.
  • Solid facilitation skills, trustworthy and experienced in resolving conflicts between different parties.
  • Strong presentation, written and verbal communication skills, with the ability to clearly and effectively communicate with all levels of employees, managers, peers, vendors and other parties in order to inform, counsel and educate on HR-related processes.
  • Advanced computer proficiency in HRIS (Citations Canada and ADP WorkforceNow), Microsoft – Word, Excel, PowerPoint, Outlook, Visio.

Other Requirements:  Satisfactory Professional and Criminal Reference Checks.  RHRA currently operates in a hybrid work environment with the expectation of a minimum of being on site at the RHRA’s Toronto Office on Wednesday of each week. This role will likely require additional days in office.  Required office equipment (laptop, headset, cell phone) will be provided. Status:                Full-time, Permanent
Salary:                 Commensurate with level of experience, target annual base salary of $120,000
