Policy and Regulatory Affairs Director

College of Medical Radiation and Imaging Technologists in Ontario (CMRITO)

The College of Medical Radiation and Imaging Technologists of Ontario (CMRITO) regulates more than 12,000 medical radiation and imaging technologists across five specialties: radiography, nuclear medicine, radiation therapy, magnetic resonance, and diagnostic medical sonography.

As a health profession regulator, CMRITO operates in accordance with the Regulated Health Professions Act, 1991 and the Medical Radiation and Imaging Technology Act, 2017. The College’s mandate is to serve and protect the public interest by setting entry-to-practice requirements, establishing standards of practice, ensuring continued competence through its quality assurance program, and addressing concerns through a complaints and discipline process.

ABOUT THE ROLE

CMRITO is recruiting its first-ever Policy and Regulatory Affairs Director to lead the College’s policy and governance functions and provide legal services. Reporting to the Registrar and CEO, this newly created role is responsible for the development, implementation, and oversight of regulatory policy, as well as providing legal advice to support the College’s operations and public protection mandate.

The successful candidate will bring a strategic, analytical, and collaborative approach to this leadership role. Candidates must be members in good standing with the Law Society of Ontario and possess experience working with boards or governance bodies in a regulatory or legal setting.

KEY RESPONSIBILITIES

Legal and Regulatory Affairs

  • Provide legal and strategic advice to the Registrar and CEO on matters related to the College’s regulatory functions
  • Support the orientation and ongoing education of Council and committee members regarding their roles, responsibilities, and governing legislation
  • Provide legal support to Council and statutory committees and attend meetings as required
  • Lead the College’s Patient Relations Program, including managing funding applications and supporting the work of the Patient Relations Committee
  • Represent the College at the Health Professions Appeal and Review Board (HPARB) in reviews and hearings of Registration Committee decisions
  • Review contracts and agreements with external organizations and system partners
  • Manage the College’s use of external legal counsel

Governance, Policy, and Compliance

  • Develop and maintain the College’s regulatory policies, including by-laws, standards, and guidelines
  • Manage the policy review framework and contribute to program implementation
  • Ensure compliance with privacy legislation and the College’s Privacy Code
  • Prepare responses to consultations and regulatory initiatives from system partners

External Relations 

  • In collaboration with the Registrar and CEO and other Directors, help communicate the College’s role and mandate to registrants, the public, partners, and the media
  • Represent the College on external working groups, task forces, and advisory bodies as required

Organizational Leadership

  • Support the development and implementation of the College’s strategic and operational plans
  • Contribute to internal process improvement and the College’s commitment to excellence in regulation

QUALIFICATIONS

Education and Professional Standing

  • Must be a lawyer and member in good standing with the Law Society of Ontario or eligible for immediate membership with LSO
  • Other post-secondary education in health policy, public administration, political science, or related discipline strongly preferred
  • Equivalent combinations of education and professional experience will be considered

Experience

  • Minimum of 10 years of progressive and relevant experience in legal, regulatory, or policy work
  • Experience working in health care regulation or a related public-interest environment is preferred
  • Proven experience interpreting and applying legislation, regulations, and case law
  • Demonstrated success working with governance bodies, such as boards or councils

Skills and Competencies

  • Excellent legal, policy, and analytical writing skills
  • Strong verbal communication and facilitation abilities
  • Deep understanding of legislation and regulatory frameworks
  • Ability to work independently and collaboratively in a virtual environment
  • Strong strategic thinking, sound judgment, and a solutions-oriented approach
  • Demonstrated ability to work with a range of internal and external partners with professionalism and discretion

POSITION DETAILS

  • This is a full-time, permanent position
  • Candidates must reside in Ontario and be legally entitled to work in Canada
  • CMRITO operates virtually, and the successful candidate will work remotely. Periodic travel to in-person meetings required from time-to-time
