ORGANIZATIONAL PROFILE
The CMRITO regulates medical radiation and imaging technologists in Ontario. In Ontario, regulated health professions are governed under the Regulated Health Professions Act, 1991 (RHPA) and health profession Acts (for the CMRITO, the Medical Radiation and Imaging Technology Act, 2017). This legislative framework establishes health regulatory colleges, which regulate the professions in the public interest. Health regulatory colleges are responsible for ensuring that regulated health professionals provide health services in a safe, effective and ethical manner. CMRITO does this by ensuring that medical radiation and imaging technologists are competent to practice and are practising professionally.
CMRITO’s powers and duties derive from this legislative framework. The CMRITO Council recognizes these obligations as the central mandate of the organization.
POSITION PROFILE
The Finance & Human Resources Director is a pivotal leadership role within CMRITO, responsible for administering and managing the financial affairs and human resources of CMRITO. This position collaborates with the Registrar & CEO and the Finance & Audit Committee to develop, implement, and continuously improve finance policies, processes, and practices.
Key responsibilities include developing and maintaining budgets, financial reporting, supporting audit, overseeing the recruitment, selection, training, and onboarding of staff, as well as managing staff development programs to ensure growth and retention. The Director will also manage the pension plans, and employee benefits program for CMRITO, and maintain and update the salary scale as needed.
This role is essential in driving operational efficiency, fostering a positive workplace culture, and ensuring that both finance and HR functions align with the organization’s mission. While focused on achieving high performance and results, the Director will also advocate for a healthy work-life balance, supporting a motivated and engaged team.
TERM
This is a full-time, permanent role expected to begin in early 2025.
DUTIES AND RESPONSIBILITIES
Reporting to the Registrar & CEO, and overseeing one direct report in finance, the Finance & Human Resources Director shall be responsible for the following:
Financial Management
- Develop and maintain CMRITO’s annual operating budget and three-year financial plan based on the College’s Strategic Plan and Operational Plan in collaboration with the Registrar & CEO and Directors.
- Oversee and manage the recording, receipt, and disbursement of CMRITO’s funds and maintain all financial records.
- Ensure quarterly financial and variance reports are reviewed and prepared for the Finance & Audit Committee and CMRITO Council.
- Ensure quarterly investment reports are reviewed and prepared for the Finance & Audit Committee and CMRITO Council.
- Ensure annual financial statements fairly present the financial position of the CMRITO, and the results of its operations.
- Facilitate and support the external auditors during the annual financial audit of the CMRITO.
- Ensure that payroll processes for employees and compensation practices for Council and committee members are carried out in a timely and accurate manner.
- Ensure timely and accurate CRA reports, filings, remittances of taxes collected, and other required payments to Revenue Canada per statutory requirements.
- Monitor the College’s cash flow.
- Maintain and update CMRITO salary scale as needed.
- Support the annual fee review process.
- Oversee the preparation and scheduling of the Finance and Audit Committee meetings in consultation with the Registrar and provide ongoing support to the committee.
Human Resources Management
- Support the Registrar & CEO and directors in the recruitment and selection process of CMRITO staff.
- Support the Registrar & CEO in managing offers of employment and employment agreements.
- Ensure new employees are prepared for assignments by establishing and facilitating onboarding and training programs.
- Ensure the setup of new employees, including payroll, health benefits coverage, and pension plan (HOOPP).
- Maintain and update job requirements and job descriptions for all positions.
- Lead the development and implementation of the annual staff development program; maintain the program guide and forms.
- Identify and coordinate training and development programs for employees based on organizational needs as well as individual employee needs.
- Administer annual safety, accessibility and information security compliance.
- Administer the employee benefits programs and inform employees of benefits; recommend benefit program changes to management; coordinate educational sessions on benefit programs.
- Support the Registrar & CEO in managing human resources in accordance with legal requirements.
- Manage the Human Resource records of the organization by maintaining current and past employee records in accordance with the Records Retention Policy.
- Manage the HOOPP pension plan for the organization, including enrolments, terminations, monthly contribution reports, and annual member data collection.
- Manage the Employee Benefits Program for the organization, including enrolments, annual renewals, and benefits program review.
- Manage the vacation and leave processes for the College.
- Provide employment letters as required.
- Manage emergency contact information for staff.
- Act as a resource person for staff on HR related information.
External Relations
- Manage and oversee external vendors and partners.
- Collaborate with the Health Board Secretariat on issues of public members’ expense reimbursements.
- Manage and oversee relationship with pension plan provider (HOOPP).
- Manage and oversee relationship with the group insurance benefits provider.
- Manage and oversee relationships with CMRITO’s bank representatives and investment advisors.
Finance Team Coordination
- Coordinate the work and processes of the Finance Team.
- Coach, guide, and support the Finance Team.
Other
- Maintain current professional and technical knowledge by attending educational workshops, reviewing professional publications, and establishing personal networks.
- Participate in the development and implementation of new IT supports, systems, and processes regarding Human Resources and Finance.
- Support the Registrar & CEO and directors in project management as required.
- Participate in implementing business continuity plans when necessary.
QUALIFICATIONS
To be considered for this role, candidates’ experience and background shall include the following:
- Bachelor’s degree in Business Administration, Accounting or related fields and demonstrated experience is required.
- Additional qualifications or demonstrated/equivalent experience in Human Resources is essential.
- An accounting certification is an asset.
- 7+ years in progressive leadership/senior management role is required.
- Proven ability to contribute to the College’s strategic direction and deliverables.
- Demonstrated ability to develop and execute budgets based on Strategic and Operational Plans.
- Ability to conceptualize, develop processes, and install controls.
- Solid analytical and problem-solving skills and sound decision-making ability.
- Self-motivation and solid organizational skills to efficiently and effectively manage workload and meet deadlines.
- Ability to maintain the confidentiality of sensitive material.
- Excellent relationship management and interpersonal skills with a demonstrated ability to manage external providers.
- Ability to motivate and develop staff and promote high levels of performance.

COMPENSATION AND BENEFITS
The compensation range for this opportunity is commensurate with qualifications and experience.
Compensation includes a defined benefit pension plan with HOOPP, benefits plan with group life and disability insurance, optional extended health and dental, access to an employee assistance program
